Agricultural Engineer, Technical University of Lisbon, Portugal, 1969. Post-graduate in Hydrology, EEPF-Lausanne, Switzerland, 1972. PhD, ETH-Zurich, Switzerland, 1977.

Professor Emeritus, Institute of Agronomy, University of Lisbon

Supervisor or co-supervisor of 35 PhD, 55 MSc and10 post-docs.

Invited Professor at IAM-Bari, Italy. Research adviser at IMAU, Hohhot, CAU and IWHR, Beijing, UF Santa Maria, Brazil and ICARDA, Aleppo.

Doctor honoris causa, University of Rousse, Bulgaria, 2005.

Hon. President of International Commission of Agricultural and Biosystems Engineering (CIGR), and Hon. Vice-President of the International Commission of Irrigation and Drainage (ICID).

Member, Portuguese Academy of Engineering, the Accademia dei Georgofili”, Italy, the American Academy of Water Resources Engineers, the Académie d’Agriculture de France and the Int. Academy of Agricultural and Biosystems Engineering. Fellow member of Ordem dos Engenheiros.

Former leader of Research Center CEER, Biosystems Engineering Research Centre; leader of the thematic area of Climate Change and Water Scarcity at LEAF, ISA-ULisboa. Coordinator of research projects on water management on North China Plain, the Yellow River Basin, the Aral Sea basin and Red Riegos of Latin-American countries.

Author or co-author of a large number of papers in journals (210), book chapters (105) and author/co-author and editor/co-editor of 35 books.
